美签两次被拒，还被banned了十年。请问还应该再申请吗？

有个亲戚先前偷渡美国，然后移民到加拿大现在是PR。

然后第一次申请美签被拒。原因是social tie to Canada不够。
没过一两年又去申请，又悲剧。除了和上次同样的原因外，还多了一个“you violated the terms of a prior nonimmigrant visa”.
另外收到一封refusal worksheet,上面写了“Section 212 a9 b2 unlawfully present over one year, banned from US for 10 years."
还写了”You are eligible to apply for a waiver of the ground(s) of ineligibility“ "warning: if you fail to take the action requested within one year following visa denial under section 221g of the immigration and nationality act, section 223g of the act requires that your application be cancelled."
请问这是什么意思呢？


然后关键是，收了信以后没有采取任何措施。直到今年想再申请美签，才找出这些东西。


请问现在该怎么办呢？


1. 该不该再申请？还是等到2017年？


2. 如果再申请的话，还需要做些什么特别的准备吗？
